Kajuru crises: El-Rufai establishes Commission of inquiry, appoints judge as chairman


Governor Nasir el-Rufai of Kaduna state has established a judicial commission of inquiry into the incessant crises in Kajuru local government area of the state with Justice Isa Aliyu of the State High Court as chairman.

The 11-man Commission, is mandated to investigate the immediate and remote causes of crises in Kajuru, Kachia and Chikun local government areas and their environs since 2017 and proffer a lasting solution that will engender sustainable peace in the area. 

 A statement signed by Senior Special Assistant to the Governor on Media and Publicity, Mr Samuel Aruwan said that the Commission of Inquiry followed an announcement made on the issue by Governor Nasir el-Rufai. “During a visit to Karamai community in Kajuru LGA on March 2, 2019, Malam el-Rufai announced that Kaduna state government had decided to establish a Judicial Commission of Inquiry into the communal conflict in Kajuru LGA.

“The Governor explained that building sustainable peace in the area requires that all the facts around the violent conflict be established. Further to that decision, the Kaduna state government has constituted the Judicial Commission of Inquiry into the incessant communal crises in Kajuru LGA and surrounding communities, with Justice Isa Aliyu, as the Chairman.” 

Other members are; AVM Abdullahi Shehu (retd), B.C Osuji, DIG U. U. Shehu (retd), former head of service, Mrs Hannatu Ugah, Rear Admiral Ferguson Bobai (retd), Alhaji Hauwal Aliyu Damau, a Director in the Interfaith Mediation Centre, Alhaji Muhammad Sani Isa, Rev. Yusuf Biniyat and active peace builder Salim Musa Umar.

“The Director of Commercial Law in the Ministry of Justice, Barrister Edward Anthony is the secretary to the Commission, while the. Director of Citizens’ right department, Barrister M. I. Aliyu will serve as counsel to the Commission.

“The Judicial Commission of Commission into the incessant crises in Kajuru LGA has the following mandate: To inquire into or investigate, ascertain and identify the immediate and remote causes of all instances of disturbances from 2017 to date in Kajuru, Kachia, Chikun LGAs and surrounding communities;

“To identify individuals, traditional and religious institutions and other associations that might have contributed to the build-up of the disturbances and recommend further action by government. To assess, determine and establish the extent of loss of lives and property and other forms of damage caused during the disturbances and identify the perpetrators of the dastardly acts for further action by government.

‘To make any other recommendations to government consequential to or related to any or all these terms of reference. To in the light of its findings, recommend appropriate legal and other actions to be taken against those responsible for the disturbances. To make appropriate recommendations to government on steps to be taken to forestall future occurrence of the disturbances,” he said.

The Commission is expected to conclude it work within three months.
