3rd CAADP Biannual Report: Only one country on-track, Nigeria fails

The third quarter review of the Biannual Report of the “Comprehensive Africa Agriculture Development Programme” (CAADP)” performance across member states has revealed that only one country is on track to achieving the 2025 target.

This is even as Nigeria is listed to have failed in five of the seven indicators on countries on tract to achieving the Malabo goals and targets by 2025.

Countries are considered ‘on-track’ if their total score is equal to or higher than the benchmark of 7.28; or ‘progressive’ when their score is equal to or more than 5 but less than 7.28; or ‘not-on-track’ if their score is less than 5.

Out of the 51 Member States that reported, only Rwanda is on track, with 19 Member States including Nigeria progressing well. The region is not-on-track of achieving Malabo goals and targets by 2025.

Speaking while presenting a report on Nigeria’s performance during the National Parliamentary briefing on the Africa on the Africa Union 3rd Biennial Review (BR) Report on the implementation of comprehensive Africa Agricultural Development Programme (CAADP) in Nigeria by the Nigeria CAADP Focal Point person, an Assistant Director, Ministry of Agriculture and Rural Development, Mr Ibrahim Mohammed on Friday in Abuja said the report highlights country performance against the 46 indicators to track the progress towards a fully transformed agriculture.

“The report indicated that only one country is on-track to achieve the Malabo goals and targets by 2025, twenty 25 countries increased their overall score between 2019 and 2021.

“The 3rd biennial review report was released against the backdrop of the COVID-19 pandemic outbreak that affected food systems through disruption of input supply, production and markets mostly undertaken by women and youth smallholder farmers. Other shocks are the locust outbreaks, fall armyworm, climate change and rising security challenges.

“The report presents the seven (7) thematic areas of performance, aligned with the commitments which have been disaggregated into twenty-three (23) performance categories and further divided into forty-six (46) indicators to track the progress towards a fully transformed agriculture.

“The Biennial Review serve as an instrument for assessing and reporting the performance categories and further divided into forty-six (46) indicators to track the progress towards a fully transformed agriculture.

“The Biennial Review serve as an instrument for assessing and reporting the performance of the sector based on agreed targets and indicators in an evidence and inclusive manner. It help towards achieving the commitment of ensuring mutual accountability to Actions and Results,” he said.
