CSJ, partners FES on subnational Fiscal Responsibility Report

The Centre for Social Justice in collaboration with Friedrich Ebert Stiftung yesterday launched the Subnational Fiscal Responsibility Plan.
The SFRP hopes to translate democratic practices into Nigeria’s fiscal space.
Speaking at the public launch in Abuja, the Lead Director of CSJ, Barr. Eze Onyekpere, said the report will not only ensure that resources are managed to meet the needs of Nigerians, it is to also create wealth and ensure that it is retained for the good of the society.
According to him, it will also enable the government move beyond the provision of basic amenities to the facilitation of development.
“The goal of the Fiscal Responsibility Project is to contribute to good economic governance through the implementation of the Fiscal Responsibility Act, FRA, enhancing transparency.
“Accountability, popular participation and value for money in the federal and states fiscal systems and specifically focusing on the strategic economic, social and developmental priorities of the Federal and State Governments,” he said.
Earlier, the Resident Representatives, Friedrich Ebert Stiftung, Ulrich Thum, explained that the fiscal framework consists of the rules, regulations and procedures that influence how budgetary policy is planned.
He said the Plan was designed to improve fiscal prudence and transparency of public expenditure, adding that it’s implementation will restore citizens’ trust in the system.
“We expect then the successes and lessons from 6 states, Yobe, Niger, Ekiti, Ebonyi and Kebbi will be useful for the review of the implementation of the strategies and action points in these states as well as other states,” he said.
Also, the Acting Chairman of the Fiscal Responsibility Commission (FRC), Victor C. Muruako, opined that the final report of the study will provide a veritable basis for further engagement with both the states bench marked for study as well as the other states in the future.
