Customs generates 5,672 PAARs

Nigeria Customs Service has said, contrary to widespread criticisms, especially among clearing agents that the PAARs have not been coming out after the first few rolled out in December. Indeed as at first week of January, 2014, it generated a total of 5672 pre-arrival assessment reports (PAAR).
The PAAR from the Nigeria Customs Service replaced the risk assessment reports (RARs) hitherto issued by the scanning service providers. They are used to clear goods out of the ports.
According to the PAAR activity status report issued by the ruling center, as at Tuesday January 8, 2014, about 50138 forms ‘M’ had been pulled into the PAAR application. This includes very old applications registered by the service providers.
The report also said 14225 final documents were uploaded by authorized dealer banks out of which 8585 were approved by the final documents verification officers (FDVO).
The report further said that all forms ‘M’ registered on the e-form platform were successfully uploaded into the PAAR application for final document upload.
The PAAR ruling center update said that 99,342 partial forms transferred from the scanning service providers into PAAR were uploaded “to continue with the partial issues.” It also clarified: “We identify that these files transferrable to PAAR have various levels of priorities thus some of the partials may never be utilized; others may not have their final documents any moment soon while others may have the final documents currently available.”
The report said the implementation of PAAR has been stabilized following which the second phase of the implementation will commence.
