Don’t deviate from research, policy excellence, IGP urges NIPSS study group


The Acting Inspector General of Police, IGP Usman Baba, has urged the study group of Senior Executive Course (SEC) No. 43/2021, National Institute for Policy and Strategic Studies (NIPSS), Kuru, Jos not to deviate from the tradition of research and policy excellence. 
The  Police boss, who received the participants that were on fact finding mission at the Force Headquarters, Abuja on Tuesday, also reiterated his vision for the Nigeria Police.


“The visit, which is in furtherance to the curriculum of the Institute, is of utmost importance to us, being the lead agency in internal security in Nigeria.
“It is on record that the previous studies conducted by course participants at NIPSS have been developed into strategic Policy Initiatives which have been driving governance in Nigeria.


“The most recent example is the research conducted on Community Policing which informed the adoption of the concept by the Federal Government as the internal security management strategy and the Policing Model to be adopted by the Nigeria Police for internal security governance in the country.
“I am confident that the academic engagements of the Senior Executive Course No. 43 (2021) of which you are an integral part shall not deviate from this tradition of research and policy excellence.”


In this context, Baba expressed his appreciation over the selection of the Nigeria Police as one of the strategic institutions for this visit.
Speaking on the study theme: “Getting Things Done: Strategies for Policy and Programme Implementation in Nigeria,” IGP Baba said it was apt and timely, noting that no institution or country can attain its mandate or national interests without three critical elements.
He listed the elements as: including organisational or national vision, sets of well-thought-out policies to regulate and drive the process and the implementation strategies that are directed at the attainment of the set vision or national interests as might have been integrated into the Policy Frameworks.


While reiterating his policing vision, Baba explained that, the Police under his leadership was determined to restore Police primacy in the internal security architecture of the country.
He stated that, this would be achieved first by engaging cutting-edge policing technology and integrate intelligence-led policing practices to our functions with a view to strengthening our capacity to stabilise the internal security order and restore public confidence in the Force.
“By giving full effect to the concept of community policing and deliver quality police service that will be guided by the principles of public accountability and conformity to rule of law.


“And by taking the lead in strengthening inter-agency collaboration and embrace the social content of policing in which police officers see themselves as compassionate servants and helpers of the citizens and offer community services, support to citizens in distress as well as the vulnerable groups.”


Earlier, the leader of the delegation and Chief Librarian of the Institute, Dr. Emmanuel Mamman, said the study group was on a fact finding mission.
According to him, “We are here to know how things are getting  done by the Nigeria  Police Force. And we want to believe  that things are really happening.  What strategies are you deploying  in getting things done in the Nigeria Police Force? What are the challenges? And how do you go about overcoming the  challenges? This is why we are here.”
