Foundation describes inter-agencies clashes as product of deplorable state

Cleen Foundation, a non- governmental organisation (NGO) has expressed worry that the recurring inter-agency clashes between security agencies in Nigeria is a product of the deplorable state of collaboration among them.

The foundation said there is the need for an urgent review of security strategies underpinning interagency collaboration among the security institutions in Nigeria. 

At the just concluded stakeholders’ meeting tagged Public Safety and Security Dialogue held in Abuja, the Executive Director, Dr Benson Olugbuo further called on the need for disciplinary measures against actor involved in such clashes to serve as deterrence.

He blamed the lack of inter-agency collaboration among security agencies in Nigeria for the lack of intelligence sharing. 

He noted that Nigeria is increasing facing diverse security challenges which has seen security actors and law enforcement responding to these challenges in many forms and dimensions. 

The Executive Director regretted that this sectoral response has resulted into clashes at different times between the different security actors in recent times. 

He said rather than accept responsibilities and work towards effective solutions to resolving the challenges, these agencies engage in blame trading.

“In terms of accountability for inter-agency rivalry, much of these clashes have largely gone unaddressed with oversight agencies being one of the weakest links in the value chain of security sector accountability.

“Although each of the security institution have their internal control systems, increased levels of trust and assurances are gained when external systems of accountability investigate and ensure the necessary disciplinary measures take effect as deterrence to these unsavoury actions,” he said.

Dr Olugbuo said the foundation will engage with the security institutions through our existing partnerships to ensure the execution of such recommendations.
