NIALS boss tasks security institute on rules of engagement

Director-General of the Institute of Advanced Legal Studies  (NIALS), Prof. Epiphany Azinge, has charged members of Course 7 of the Institute of Security Studies to observe the rules of engagement during military operations.
Prof. Azinge gave the charge while receiving members of Course 7 of the institute who paid a courtesy visit in Abuja.

He said: “The military must observe human rights on the rules of engagement. You must subordinate to civilian authority.”
He expressed satisfaction with the institute’s theme for the Course 7 participants’ visit, “Democratic Governance and National Security.”
Azinge said the challenges of insecurity in the country could be adequately tackled through good governance at all levels of the society.

“If we address poverty alleviation, we would have been able to fight insecurity such as kidnappings, terrorism, armed robbery and other forms of crimes in the society.”
According to him, it is history for both institutions as it is the first of its kind and that “this is the first time for your institute that we are having this kind of meeting.”
He reminded the institute that the constitution remained the supreme law in any democratic dispensation which must be guarded jealously.

On capital punishment for kidnappers in some states, Azinge said “NIALS does not support death penalty as it does not really solve the problem; we are vehemently opposed to death penalty as an institution.”
Responding, the leader of the delegation and director of the institute Mr. Olalekan Odugbemi, thanked NIALS for the audience.
He said the visit was part of the itinerary of programmes for the Course 7 participants of his institute.
Highpoint of the event was the presentation of a plaque to Azinge by Odugbemi, as well as the donation of some NIALS’ books to the security institute.
