Tax hike without minimum wage?

When the federal government approved an increment in the minimum wage from N18,000 to N30,000, I was quite elated. This happened in April, but it is very sad that most states are yet to implement this. But the tax hike that was proposed in September has already been signed and set to be implemented.

Why is the implementation of minimum wage very hard? Is the government incapable of seeing this through? Some states are still setting up committees to deliberate on the matter. I do not think it is fair on workers in states that have not implemented minimum wage to pay the new tax rate. It is just common sense.
